20 years ago today, North Korea conducted its first nuclear weapon test inside Mt. Mantap near Punggye-ri, becoming the ninth state to test a nuclear device. Seismic data recorded by South Korea, Japan, and the United States indicated the yield was less than 1 kiloton, suggesting a possible fizzle.

Nu, tāda kārtība ir Somijā, kur balso tikai par vienu no partijas kandidātiem (nevis par sarakstu, utt). Bet no otras puses tur ir cita problēma - politikas personalizācija, proti, partijas piesaista sabiedrībā pazīstamas “sejas”, piemēram, Miss Somiju un hokejistus.

Domāju, ka ir gan. Atšķirībā no daudzām citām valstīm, kurās lieto proporcionālo vēlēšanu metodi, Latvijas pilsoņiem ir iespējams veikt vairākas atzīmes vēlēšanu zīmē, proti, balsot par vai pret kandidātiem. (Piemēram, Zviedrijā drīkst veikt tikai vienu atzīmi - balsot par tikai vienu kandidātu.)

Protams, ka varētu vēlēties, lai tiešais kontakts ar vēlētajiem nezustu pēc vēlešanām, bet daudz ko nosaka, vai Tava partija nokļūst opozīcijā vai valdībā. Valdības partiju politiķiem prioritāte ir strādāt pie vēlēšanu solījumu izpildes, tāpēc saprotu, ka prioritāte ir strādāt likumdevēja arēnā.

Vēlēšanu kampaņas laikā politiķi sacenšas par vēlētāju atbalstu vēlētāju arēnā, tāpēc tiešais kontakts ar vēlētajiem tiek prioritēts. Bet pēc vēlešanām lielākais darbs ir likumdevēja un partijas iekšējā arēnā. Tad komunikācija ar vēlētajiem notiek ar plašsaziņas un sociālo mediju starpniecību.

Ā, Vesterbotenes reģions arī pirms dažiem gadiem iepirka šādu čatbotu, kuru, man šķiet, sauca Maja. Tieši tāda mīklaina komunikācija. Bet reģions nolēma to aizvietot ar kaut ko lietderīgāku, kad pacienti sāka sūdzēties vietējā avīzē.

Nu, redzi, šeit jau parādās tie faktori, par kuriem Elsters rakstīja. Pat ja izrāde nav visai laba (piemēram, viduvēja), tad grūtības uz to tikt iekustina to psiholoģisko mehānismu, kurš noved pie ārkārtīgi pozitīvā izrādes novērtējuma.

Varu no savas puses pateikt, ka cilvēki ceļas augšā un aplaud arī mūsu vietējā operā. Pat ja man sākumā bija visai snobiska attieksme pret to (province 🙄), esmu sapratis, ka daudzi ir braukuši 3-4 stundas autobusā, lai redzētu izrādi. Un tad ir cilvēki, kuri iet uz operu vien reizi vairākos gados.

Nu, man grūti piemērot Elstera tēzi šajā gadījumā, bet pieļauju, ka dažu teātru uzvedumu biļetes varbūt ir grūti dabūt, pat ja tās nav astronomiski dārgas. Iespējams, ka tas varētu izskaidrot šo interesanto indevi.

Atceros, ka Džons Elsters par šo rakstīja “Explaining Social Behavior”, ka cilvēki, kuri nopirkuši dārgas Brodvejas teātra izrādes biļetes vienmēr celsies kājās, lai aplaudētu, jo, to nedarīt, būtu pašiem sev atzīt, ka nauda izmesta vējā. Neesmu ilgi bijis uz teātri Rīgā, bet cik maksā biļetes?

Nu, mēs vēlēšanu kampaņā dalījām brokastu maisiņu (starp citu, dažreiz arī banānus) kopā ar aģitācijas materiālu no rītiem (7.00-8.30), kad cilvēki devās uz darbu, un vakaros, kad klaudzinājām pie durvīm un runājām ar vēlētajiem, dālijām mazus čipsu maisiņus ar aģitācijas materiālu. Bet alko gan ne.
