‘Higgledy piggledy’: Systems of support for young people aged 14–24 with poor mental health - Nuffield Foundation

Nuffield Foundation @nuffieldfoundation.org · 06/08/2026
Our research shows that there is a gap between the level of need & level of support. Around 1 in 10 people aged 16-24 had been in contact with mental health services, but only 1 in 25 had two contacts or more. Support needs to be timely, seamless & accessible when & where young people need it.

The myth of Treasury control: What’s wrong with the UK’s public spending system and how to fix it - Nuffield Foundation
The long-standing model of centralised Treasury control over public spending has inadequately adapted to the realities of public service delivery.
056
Nuffield Foundation @nuffieldfoundation.org · 30/07/2026
Drawing on five years of research and more than 150 interviews, a new report argues that the UK's centralised model of spending control no longer reflects how public services are delivered. The findings point to a need for fundamental reform, including a greater focus on long-term outcomes.
100
Nuffield Foundation @nuffieldfoundation.org · 30/07/2026
Andy Burnham wants to reshape politics & public spending. But delivering meaningful change will require sustained political capital & follow through. As responsibilities are increasingly shared across combined authorities & local government, the question is not simply how much money is available.
Gavin Kelly, CEO of Nuffield Foundation says: "It is never guaranteed that a long-term research project will reach its conclusions at an opportune time. This one does. Its findings provide timely insight on how the Treasury – the pinnacle of the UK’s centralised system of governance - needs to be reformed to reflect the shift towards greater devolution, a place-based approach to public services and the urgent need for a long-term perspective on how to revive our communities and the public realm."

Public inquiries: are they fit for purpose? - Nuffield Foundation
This report considers what public inquiries offer, how they operate within the justice system as a whole, and what are they trying to achieve.
000
Nuffield Foundation @nuffieldfoundation.org · 22/07/2026
The research also highlights that concerns about cost, delay and the failure to implement recommendations can undermine public confidence. Most importantly, it suggests that public inquiries often leave survivors and the families of victims feeling justice has not been achieved.

Hillsborough, the Grenfell fire, the Post Office Horizon scandal. Inquiries can have a unique role in exposing the truth about major public failures. But they're failing to fulfil their potential as a form of public justice because they lack the structures to deliver lasting change.

What role for public inquiries in justice? A new report makes the case for a fundamental reform of public inquiries so that they can deliver justice and accountability, support those affected by harm, and prevent future failures.
