Not sure I agree but I have a similar rule that has proved itself true in many cities across the world - the more trees you see in the streets, the more well-to-do the area is. I’ve walked unknowingly across cities across the world a found it to be a remarkably accurate predictor of area affluence

Politicians should be “social engineers”, fixing problems for society (the country) This would mean the vast majority are entirely unsuitable for the task. As the PM said, point scoring is more important to them. It needs an entirely different mindset / type of person.
