WHO: The coalition originated from the 2003 Ottawa Initiative". Brazil, Canada, France, Spain, Germany, the United States of America, the EU, the UN and the OAS held secretive meetings hosted by the Canadian government where Haiti's political future was the main concern, no Haitian officials were invited. They planned the overthrow of the democratically elected government of Jean-Bertand Arstide and the subsequent military invasion of Haiti by France, Canada and the US.

WHAT: CORE Group is a coalition of states and international organizations involved in shaping Haiti's affairs. In order to align Haiti's political power with their imperial interests, CORE group has been manufacturing consent by creating political instability. Thus justifying their interference under the pretences of humanitarian aid and state-building missions.

HOW: In the context of Haiti, organized crime is a mean for political goals. Violence is manufactured in relation to the political power in and outside Haiti. Under those conditions, violence becomes a state policy wield to control resources, the population and Haiti's political future. Weapons are an indirect way for CORE group to control the island without being accused of committing crimes while situating the colonization of Haiti as a past event instead of an ongoing structure.

WHY: The occupation of 1915 solidified the non-black oligarchy to assure the domination of foreign powers after the physical siege. The collapse of Duvalier's dictatorship opened the door to the completion of the 1804 revolution. In the perspective of the international community, the Haitian people chose wrong by supporting a political body geared towards emancipation from internal and external forces.
