It may not seem like much, but since WWII Canada and the USA have collaborated on the defence of North America through joint institutions like the PJBD. To dismantle them makes us weaker in the world and less safe at home, and signals something deeply troubling about the state of our relationship.

His legacy here will endure — not just in policies or projects, but in the example he set of how to serve with dignity, humility, and heart. Few leaders leave this kind of imprint. Fewer still leave it with grace.

And those of us who have worked alongside him are better for having witnessed what principled leadership actually looks like in practice. Dean is, quite simply, one of the finest human beings I have known.

This decision, like everything Dean does, is rooted in clarity and care. Public service is noble work — but so is knowing when to rebalance, when to honour family, and when to protect what matters most. That, too, is leadership. Saanich is stronger because of him.

Have you heard of “The Populist Playbook?” A few years ago, I posted what I still consider one of my most important messages. It was about “The Populist Playbook” that I’ve watched play out often over my 33+ years of city planning. Since then, it’s only gotten worse. Do the steps sound familiar?
Step 1: deliberately scare people with misinformation and lies about what a proposed policy or plan will do.

Step2: wait for misinformed people to complain.

Step 3: say that “clearly people are concerned,“ so we should “listen to the people“ and reject the plan.

The Populist PlaybookStep 4: mainstream media “reports the controversy” rather than the fact it was manufactured, and the amplify the quotes of those who manufactured it..

Step5: other elected leaders who know the truth, still vote against the good plan or policy, because they’re too afraid of the “heat.“
