The numbers need playing with – I haven’t yet done the modelling to get exactly where the thresholds should sit to be revenue neutral – but this is such an obvious reform that the Treasury should have done it and the policy should be under consideration at every budget. /7 🧵

One way of doing this is to start with swapping the rates around: e.g. abolish the Personal Allowance removal and the Tax-Free childcare cliff-edge, set the £100k rate to 45% and the top rate to 50%, then bring either/or threshold (£100k/£125k) down until the whole thing is revenue neutral. /6 🧵

One reason why I am a nut for devolution is this: central government ministers shouldn't spend their working hours thinking about the correct design of bus stops.

If only we had some kind of national broadcaster with a hypothecated funding source and a duty to provide balanced coverage in the public interest so it wasn't bound by the same commercial incentives. Alas.

Don't believe the DfT spin, this is an awful choice for the north. They're spending tons of money on TRU extending platforms to 200m, and then buying 121m trains. Too short to take advantage, but too long to even (inefficiently) double up! www.modernrailways.com/article/alst...

Had to laugh at this bit, which rather exposes the lie that they care. Preferential creditor status, given charges tend to eat up any assets, tends to be pretty worthless.

Good thread. I remain of the view that national caps are a good stop-gap measure, but a true devolutionist will aspire to this sort of funding being handed over to strategic authorities with no more ring-fencing than 'design a scheme to keep bus fares down, as targeted or universal as you like'.

The reason this was always going to be worse than Qatar is that they at least know they're a shitty little authoritarian slave state and the point of sportswashing is to not portray this. The US is sufficiently arrogant that it won't excercise any self-restraint to protect its reputation.

I'd misremembered the bill introduction of votes at 16 as the commencement of votes at 16 and frankly I blame the government for that because how on earth can it take almost two years just to introduce the bill.

I do think it's a problem that no politician ever even attempted to make a zero-sum argument. Cutting pensioner benefits has a heavy bias against, and those affected are obviously always going to be unhappy, but this wasn't even slightly countered by getting the working age beneficiaries on side.

The consequence is that the majority of people affected by the 2k salary sacrifice limit will pay 2% tax on sacrifice over 2k; but plan 2 will pay 11%; and plan 2 + PG (and I would imagine postgrads are more likely to have higher earnings + able to salary sacrifice into a pension) will pay 17%!

Private school VAT a prime example of how when you're in government some political headwinds can be defeated by just doing the thing and getting to the other side of the storm. Normally common, in this govt. it stands out how rare it is because it's so u-turn prone.
