Trump admin's new rule adding prohibitively expensive new fees for "OPT"—temporary work authorization program for international students and new grads in the United States—is out. Would require colleges to pay $70,000 for year one. $30,000 for years two and three combined for STEM fields.

It appears the IES Restricted Use Data License program is continuing. But the annual cost is now $3500--nearly 9X costlier than the $400 I paid before. I've been operating under the assumption the whole program would end, and have adjusted my research around that. This just solidifies my decision.
We are writing to ask whether you wish to continue your use of your IES Restricted Use Data License.

 

IF YES, the virtual workspace materials associated with your Restricted Use Data License will be made available to you in the coming weeks once the enclave has been established and payment has been received. This fee is $2000 for six months’ access to the enclave or $3500 for a year of access to the enclave. Note, no payments are due at this time and will only become due once your workspace is restored in the new enclave.

 

IF NO, your virtual workspaces will be wiped and IES will close your RUD License. Please note that following termination of the License, no materials may be recovered, nor shall any further Disclosure Risk Review occur for this License.

 

To continue your use in the new virtual data enclave, you MUST RESPOND BY OCTOBER 15, 2026. At that time, IES will wipe existing virtual workspaces and terminate Restricted Use Data Licenses not confirmed for continuing use.

Private tutoring chains like Kumon and Sylvan have expanded rapidly in recent decades.
Combining data on business locations, household spending, and district test scores, we study who
uses these centers and how they affect academic skills. Nearly half of tutoring users are from the top
income decile, with Asian and White households five and two times as likely to purchase tutoring as
Black and Hispanic households. A staggered differences-in-differences design shows the opening
of a district's first chain center raises district-wide math and reading scores by 0.02-0.03 standard
deviations, at a much lower cost than public spending typically producing similar gains. Math
effects are largest for White and Asian students, so that center entry widens racial achievement
gaps, though less so in more racially integrated districts. These private investments help their
users, deepen educational inequality, and shape outcomes by which state accountability systems
and families judge schools.

Implementation of a major desegregation plan increased the share of Black students in White students' schools by 10 percentage points--immediately. This essentially doubled the baseline share. What contemporary policy in any sphere matches the scale and aspiration of this shift?

I'm starting a new school desegregation project. Always shocking to see in the data how much major deseg plans actually changed the experiences of students. (And also to see the immediate, substantial subsequent White flight). Deseg truly was a massive (imperfect) nationwide policy undertaking.
