Working on a NIH multiyear funding tracker... This looks at the amount of multiyear funding (grants having a budget period 366 days or longer) for new and competitive renewal awards divided by the total amount of new and competitive renewal award funding over the same period. 1/5

The language on multiyear funding (MYF) is ineffective. Final bill anchors MYF to 2025 instead of 2024. This means MYF will likely continue at the same rate we saw last year, where NCI's payline from ~10% to 4%. This is incredibly harmful to the US research workforce - especially early career.

While the government was shut down, 379 NIH study section meetings (containing 24,380 grant applications) were postponed. NIH is committed to getting these reviewed, but please be patient and understanding with staff, as this is a complex and heavy lift.

Introduction
This brief examines the potential impact on federal statistics of Schedule Policy/Career, a proposed
change to federal employment policy. This change, initially introduced at the end of the first Trump
administration (then called “Schedule F”) seeks to reclassify certain senior federal employees,
making them easier to remove from their positions. Doing this requires adoption of regulations (a
“rule”) to govern its implementation. The impetus for this brief is that on April 23, 2025, the Office of
Personnel Management (OPM) opened a 30-day comment period on a rule to institute Schedule
Policy/Career.
Background on Schedule Policy/Career
• Original Effort: On October 21, 2020, the Trump administration introduced Executive Order
13957, which created "Schedule F" within the civil service. This aimed to reclassify federal
employees in positions of a "confidential, policy-determining, policy-making, or policyadvocating character." The stated goal was to increase agency head flexibility and
accountability.
• Biden Administration Rescission: The Biden administration rescinded Schedule F via
Executive Order 14003 on January 22, 2021. In April 2024, the Biden administration adopted
a regulation named "Upholding Civil Service Protections and Merit System Principles" that
allows employees to keep existing job protections even if their positions were reclassified,
preventing most of the effects of a reinstatement of Schedule F.
• Current Status: On January 20, 2025, the second Trump administration issued Executive
Order 14171 to implement similar policies to Schedule F, now referred to as "Schedule
Policy/Career." This order is titled "Restoring Accountability to Policy-Influencing Positions
Within the Federal Workforce." The Biden Administration’s rule about reclassifying
employees delayed implementation of the new order by several months. On April 2…
