bare species membership seems implausible, most theories ground such rights in species neutral criteria. These criteria may be 
naturalistic (based on sentience or autonomy, for example) or functionalist (based on the socio‐political role of rights). Standard 
theories of human rights have not adequately addressed that many animals appear to meet these criteria, as we show that they 
do across a range of arguments. However, consistency demands that if a being meets the criteria a theory stipulates for the 
possession of human rights, they should be recognised as possessing such rights. This leaves human rights theory with three 
options: it must either explain why these criteria are not met by animals after all, offer alternate criteria—or recognise many 
animals as bearers of ‘human’ rights"

Throughout, we give a central role to the way that licensing could help humans better respect both animal interests and a minimum core of animal agency. Our view is that licensing is a feasible way to protect animals kept as pets here and now.

Pet-keeping should therefore be licensed by the state. Not only, but we map out how such a policy might be feasibly implemented and respond to six – yes, six! – objections to this proposal, from socioeconomic inequality to impacts on animal shelters.

We argue licensing would change that. Living with a domesticated animal shares similarity with other practices that require a license, such as driving, in two respects: (1) it can result in serious potential harm, and (2) it requires adequate competence to avoid that harm.

In discussions about equality, some say that we should reject equality and focus on equity. For example, the picture above depicts equality as giving three people an equal number of boxes, so that a short person can’t see over a fence. It depicts equity as giving the short person two boxes and the tall person zero boxes, leaving both equally able to see over the fence.[2]

According to the picture, equality is silly. Equity is clearly better! Obviously the tall person does not need any boxes to stand on, and the short person needs two boxes.

Philosophers have a different understanding of equality and equity. Philosophers say that both refer to the same kind of idea: making people equal along some kind of dimension.

For example, the picture with the boxes says that everyone should be equally able to see over the fence, and this kind of equality is better than giving each person an equal number of boxes. Both sides of the picture depict a type of equality. The question is: equality of what?

There's also the problem that any inference we make about mental states (whether human or not) necessarily relies on analogy with our own mental states and concepts. And it's often taught that we should be deeply wary of that anthropomorphism. But why? It seems obvs false that is always a bad thing

It seems to come from a strict use of a "null hypothesis" – that unless we have clear evidence that some trait or behaviour is present, we should assume it is not. Mental states are particularly tricky for this though, because we can't ever be sure that they are present, even in other humans

This is the exact approach to animal minds that I have a paper that argues against. I think it's deeply unfair given how differently we think of other humans. Kristin Andrews work on anthropomorphism is excellent on this front too (check out Anthropectomy as a concept, if you don't know it already).
