New working paper: the Norwegian wealth tax was a huge success. The "exodus" of wealthy people never happened (less than 100 individuals left). Tax revenue increased by 71.5%. No changes in business activity or investment. www.nber.org/papers/w35854
Taxing Entrepreneurial Wealth: Evidence from
Norway, 2021-2025
Marius A. K. Ring
WORKING PAPER 35854|
DOl 10.3386/w35854
ISSUE DATE October 2026
Whether imposing higher taxes on business owners adversely affects business activity by constraining investment and inducing capitalist flight is a central question in the ongoing debate on how to tax the ultra wealthy. To shed new light, I exploit a series of related Norwegian reforms during 2021-2024 that increased dividend tax rates, removed migration-related capital gains tax loopholes, and nearly doubled the effective marginal tax rate on business wealth. These reforms spurred international debate and, allegedly, an "exodus" of Norwegian billionaires (Financial Times,
2023). While I document clear effects on migration, these responses are concentrated among the top 0.1% of the wealth distribution and mostly confined to 2022 and 2023. My results indicate that at most 100 individuals left due to the reforms. I find no evidence of significant outmigration or reduced inflows of startup founders or inventors. I estimate that absent any outmigration, wealth tax revenues would have increased by 75% from 2021 to 2024. Reform-driven outmigration lowers the revenue gain to 71.5%. My findings further show that outmigrating owners' firms remain economically active and do not reduce investment. In a broader set of analyses, I examine whether business outcomes are affected, regardless of whether owners outmigrate, since firms may reduce investment both due to liquidity constraints or distortions to owners' savings decisions. I compare firms owned by Norwegian individuals subject to the wealth tax with firms owned by foreigners and other tax-exempt entities. By merging historical ownership data from Orbis with the Norwegian shareholder register, I perform these analyses on both Norwegian and foreign-domiciled firms.
Across settings, I find no evidence that Norwegian-owned firms pay out more dividends or invest less after the reforms,…

I think part of the pundit crack-up has been that they missed the big call of their lifetimes about which was the bigger threat to America: wokeness or authoritarianism. And rather than admitting that, they are doubling down on wokeness, while ignoring an authoritarianism that does not threaten them

Black lawmakers and activists across the Deep South argue they have been abandoned by the Democratic Party to fight an existential crisis on their own. They say they’ve been let down by nearly all corners of the party: would be-presidential hopefuls who have flocked to early and swing states but don’t bring their megaphones elsewhere; congressional leadership focused on majority-making battlegrounds while safe Black seats are drawn out; and years of chronic underfunding that has allowed local party apparatus to wither away.

Extraordinary detail in the new book on Trump's second term administration
After they wrapped up their research, the authors sat down with Trump to check their facts. He drifted on to why his "love affair" with Venezuela went back to his years of owning the Miss Universe pageant, which featured many beautiful Venezuelans. What he really wanted to relate was a conversation he had had with a historian whose verdict was that Trump was "without question, the most powerful man the planet [had] ever known - by a long way." The historian had sent Trump a two-page memo from which he read. "If President Trump is the American Eagle, then William the Conqueror was merely a sparrow." Curious about the identity of the historian, Swan tracked down a golf caddie in Florida, who confessed a passion for history.

I do frequently wonder what the average citizen of the U.S. knows about Reconstruction. As Du Bois would later point out, the backlash of lost cause propaganda didn’t just create mass disinformation about the civil war itself, but about the opening for actual democracy that briefly came after it.

In December, the Court allowed a mid-decade redistricting plan in Texas that was designed to give Republicans five more seats on Trump’s orders to go into effect despite a lower court, with the majority opinion written by a Trump appointee, finding that there was overwhelming evidence of the use of race to draw district lines and disempower people based on the color of their skin. In Callais, by contrast, the court held that race could not be a factor in drawing district lines because it violated the 14th and 15th Amendments. But they allowed Republicans in Texas to do just that just months ago.

An exasperated Sonia Sotomayor summed up the double standard during oral arguments in October. “What you’re saying to us [is]…‘You can use [race] to help yourself achieve goals that reduce particular groups’ electoral participation, but you can’t use it to remedy that situation,’” she said.
