To make a fetish of economic ‘efficiency’ (as if there‘s an Archimedean point to know this in evolving conditions 🤔) and to ‘think’ in cost/benefit terms in conditions of radical, high stakes uncertainty is a serious analytical problem. We’ve lost some state capacity to act and think strategically.

Transferring vast sums of money to a so-called "department of war" to do infectious-disease related work doesn't exactly assuage anyone's fears about bioweapons now does it?
The senior NIH official said the new arrangement would untangle civilian public-health initiatives from defence priorities. “We’re trying to get research that’s more Department of War-related back to Department of War,” the official said. “When the public hears that NIAID funds biodefence, they think we’re developing bioweapons, and we’re trying to get out of that business.”
