It's framed in a sense that voting is involved in the solution to stopping fascism. Prevention works, like wearing seatbelts. Doesn't stop you from dying in a car accident but might prevent you from completely flying out of the car and causing more damage if you do survive.

You cannot imply that nobody did anything to normalize dismantling situations like Fascism because education continued to improve overtime. You have younger generations standing up for what is right while actively teaching older generations about things like inclusivity.

There are many a topic that needs to be dismantled, not just Fascism/Nazism. This isn't something that can happen within a few generations considering people who lived throughout the Holocaust are still alive today. Which is why voting against a party like Republican is important.
