You can literally argue he didn't say "this is a horror film" - you're correct. I would recommend actually thinking about what Ebert wrote, about what makes a horror story a horror story regardless of target audience, and who among us gets to definitively declare genres. Such an odd hill to die on

Children's film is not a genre any more than milkshake is a flavour. It's a delivery method for a specific audience. What relation does marketing have to the art being marketed? Marketing doesn't change the nature of the art. I could market Suspiria as a comedy.
