Definitely design! Some cities have just used orange cones plus some enforcement during rush hour for bus lanes and had it work well enough. Dedicated rights of way makes transit better (including for the cars).

Sweetwine is now mostly forgotten but shouldn't be. She was a pioneer. A hero. She would rise to be a USAF major, serve in Korea and Vietnam, but leave frustration at the discrimination that prevented her climbing higher. Abbie Sweetwine died at 87. She is buried in Arlington National Cemetery /END

My hot take is that this is what happens when everyone pursues efficiency above all else. Air Force sends parts to Lockheed Martin. Lockheed Martin goes, “shipping is not our core business, let’s subcontract!” The subcontractor relies on email for critical routing. Failure occurs.

So turns out the answer to “if Franklin knew it was a helix why wasn’t it in her notes” turns out to be “because the famous photo was a second, better photograph she took for accuracy and all the useful notes stayed with the earlier flawed photo where she talks about it being a helix.”
