The city will utilize LA Municipal Code 41.18 to ethnically cleans our sidewalks of poor Black and Brown people (regardless of housing status), and disappear anyone else they deem undesirable in the lead-up to the Olympics, just like it did in 1984. We saw Councilmember Eunisses Hernandez sat on 1/
Screenshot of article text: Kris Rehl, an organizer with LA Street Care and the Abolish 41.18 Campaign, contends that no-encampment zones serve only to shuffle homeless people from one area to another.
"The only way to change the housing status of an unhoused person is to house them. Putting them in jail for a short amount of time, fining them with tickets up to $2,500 is not going to change the fact that people are unhoused," Rehl said.
Last year, Rehl's group and others demanded that Soto-Martínez follow through on his promise and repeal the zones within his district. When there was no action during his reelection campaign this year, they demonstrated outside his home, sent postcards to his campaign donors and pushed for the cancellation of one of his fundraisers.
"I think it's unfortunate that this amount of pressure is needed to get a candidate to do something they support," Rehl said.

In April 2025, the Abolish 41.18 Campaign demanded that Councilmember Hugo Soto-Martinez repeal all 41.18 criminalization zones created by the Mitch O'Farrell. LAMC 41.18 criminalizes sitting, lying, sleeping and having personal property in countless public zones across the city.

I’ve spent the past 16 months organizing more than 50 groups to pressure this “socialist” councilmember to do the thing he said he would do on the campaign trail: stop criminalizing people for sitting down in public. This is a huge victory but just a small step toward decriminalizing poverty in L.A.

Councilmembers Eunisses Hernandez and Ysabel Jurado must now repeal all 41.18 zones created by their disgraced predecessors Gil Cedillo and Kevin de León. 41.18 arrests TRIPLED in CD1 the year Eunisses took office. CD14 had the most 41.18 arrests of any district in 2024.

While we celebrate this repeal with those directly impacted, we acknowledge this is a small first step. Countless more 41.18 zones exist across LA, including ~100 large zones in Hugo's district, that cannot be removed without repealing 41.18 in its entirety.

Many of O'Farrell's 41.18 anti-encampment zones are rescinded more than four years after Soto-Martinez promised to do it. He says he surveyed residents and found out most don't support or don't have an opinion on it.

Let's get FREE!
What is a Really, Really Free Market?
The Really, Really Free Market movement is a horizontally-organized, temporary market, providing free resources and services to meet community needs. These markets provide an alternative to capitalism, challenging myths of scarcity and competition. The name Really, Really Free Market is itself a play on words as a reinterpretation and re-envisioning of the term "free market," which generally refers to an economy based on competition, governed by supply and demand.

How did Really, Really Free Markets start?
The first Really Really Free Markets in the U.S. occurred simultaneously in Miami, Florida, and Raleigh, North Carolina, during anti-globalization protests against the 2003 Free Trade Area of the Americas, a failed proposal to eliminate or reduce the trade barriers among all countries in the Americas, excluding Cuba. The SouthEast Anarchist Network held demonstrations using the Really, Really Free Market to protest the G8 intergovernmental political summit in 2004. This practice subsequently spread across the United States, Russia, and other countries such as Australia, England, Malaysia, Taiwan, South Africa, and Canada. Really, Really Free Markets were re-popularized in the U.S. around 2022 and has since been adopted by mutual aid organizations in multiple Los Angeles neighborhoods, including Van Nuys, East Hollywood, and more.

there’s an idea floating around that unhoused people have access to infinite resources. but if you ever attended a sweep, you’d quickly realize the state offers the unhoused population violence and little else.

and the rest of them have been trying to handle these riots and… well, let’s just say it’s not going great.

For those of you in the comments section, give a vote. Should I just handle this myself ?

your initial post said our legitimate grievances against the state’s actions towards the unhoused should be ignored, so let’s both admit that all the tones here need some work. but I’d encourage you to attend a sweep. it’s an eye-opening experience into the state’s failures from both sides.

also 41.18 as a law has mostly been used for racial profiling and against protestors. it is a bad law any way you cut it.

yes, we agree. as we said: the city needs to provide housing. but “sweeps” don’t help with actual cleanup, endanger the lives of folks, and pull people away from their communities. most unhoused people live in the area they were living before they were unhoused. these are our neighbors.

LA Street Care & Mutual Aid @lastreetcare.bsky.social · 28/05/2026
homelessness affects most of los angeles. you’ve said multiple times that unhoused people should not be allowed to have any form of shelter.
110
LA Street Care & Mutual Aid @lastreetcare.bsky.social · 28/05/2026
we’ve organized several encampments who have requested the city provide them with trash pickup. the city refuses every time. also at the majority of these “sweeps” the city does not do any actual clean up. it seems you don’t know a lot about the process.
110
LA Street Care & Mutual Aid @lastreetcare.bsky.social · 28/05/2026
we are also speaking from experience. many of the people who attended that protest ARE unhoused or live near encampments. it seems like you are the reactionary: wanting people to sleep rough without even a tent over their heads. it’s gross behavior.
110
LA Street Care & Mutual Aid @lastreetcare.bsky.social · 28/05/2026
the dehumanizing rhetoric people use about the unhoused is just a way to comfort themselves, to mentally separate themselves from actual reality: we are all closer to the streets than we imagine. people experiencing homelessness are workers, parents, children, elders.
02210
LA Street Care & Mutual Aid @lastreetcare.bsky.social · 28/05/2026
we’re asking the state to put the burden on themselves by housing people rather than participating in a process (sweeps) that has been proven to kill people. people’s risk of dying goes up SIGNIFICANTLY due to sweeps. also most unhoused people ARE working class. they are workers.
110
LA Street Care & Mutual Aid @lastreetcare.bsky.social · 28/05/2026
this is a pretty ugly way to talk about people experiencing homelessness. but, also, you may want to check your facts. in 2024 (the last year we have data from), more than 1,000 Angelenos were arrested as a result of 41.18.

And note that "proof of homelessness" almost always means proving that you're living in a shelter or on the street, excluding families living in cars, extended-stay hotels, or doubled up with others.

When "homeless working adults with minor-aged children" becomes a distinct administrative category—not an anomaly, but a recognized population requiring its own eligibility framework—you know something is very, very broken in our society.
