The city will utilize LA Municipal Code 41.18 to ethnically cleans our sidewalks of poor Black and Brown people (regardless of housing status), and disappear anyone else they deem undesirable in the lead-up to the Olympics, just like it did in 1984. We saw Councilmember Eunisses Hernandez sat on 1/

"The only way to change the housing status of an unhoused person is to house them. Putting them in jail for a short amount of time, fining them with tickets up to $2,500 is not going to change the fact that people are unhoused," Rehl said.
Last year, Rehl's group and others demanded that Soto-Martínez follow through on his promise and repeal the zones within his district. When there was no action during his reelection campaign this year, they demonstrated outside his home, sent postcards to his campaign donors and pushed for the cancellation of one of his fundraisers.
"I think it's unfortunate that this amount of pressure is needed to get a candidate to do something they support," Rehl said.

In April 2025, the Abolish 41.18 Campaign demanded that Councilmember Hugo Soto-Martinez repeal all 41.18 criminalization zones created by the Mitch O'Farrell. LAMC 41.18 criminalizes sitting, lying, sleeping and having personal property in countless public zones across the city.
Several 41.18 Zones were repealed today

I’ve spent the past 16 months organizing more than 50 groups to pressure this “socialist” councilmember to do the thing he said he would do on the campaign trail: stop criminalizing people for sitting down in public. This is a huge victory but just a small step toward decriminalizing poverty in L.A.

Councilmembers Eunisses Hernandez and Ysabel Jurado must now repeal all 41.18 zones created by their disgraced predecessors Gil Cedillo and Kevin de León. 41.18 arrests TRIPLED in CD1 the year Eunisses took office. CD14 had the most 41.18 arrests of any district in 2024.

Many of O'Farrell's 41.18 anti-encampment zones are rescinded more than four years after Soto-Martinez promised to do it. He says he surveyed residents and found out most don't support or don't have an opinion on it.

the dehumanizing rhetoric people use about the unhoused is just a way to comfort themselves, to mentally separate themselves from actual reality: we are all closer to the streets than we imagine. people experiencing homelessness are workers, parents, children, elders.

And note that "proof of homelessness" almost always means proving that you're living in a shelter or on the street, excluding families living in cars, extended-stay hotels, or doubled up with others.

This is wild: homelessness is now so intertwined with low-wage work that *proof of employment is actually a prerequisite* for housing programs like this one.

Electoral politics is a dead end. When so-called "progressives" take office, they undermine movements and whitewash state violence instead of fighting it.
Now Hernandez and Soto-Martínez are running for re-election to the City Council, and Raman is running for mayor against an incumbent who has tried to make homelessness the hallmark of her first term. In statements to LA Public Press, each of their offices defended CARE+ operations, instead of denouncing them, and said that with certain protocols, they have avoided shuffling people around.
