Based on driver behavior, I can only deduce the average driver LOVES waiting at red lights for as long as possible. They often use extra gas to get to red lights faster!

Likewise, tax reform shifting the collection mechanism off of the general rate and towards area rates for localized services/infrastructure would largely defang the CAP: when there's no one to make up the difference, everyone just pays roughly the same rate.

I know what staff mean, but they are wrong. The city does have jurisdiction over the CAP. They can change the LUBs to allow developments that don't qualify for the CAP. Keeping LUBs that only allow CAP'd properties to be built is a council decision to keep the CAP in place.

Although to be fair 10 years ago I would have laughed because back then I was much happier because I didn't understand how zoning, car dependency and the CAP created the high housing costs we are seeing today.

Let's also not forget the NSNDP kept the CAP in place in 2010 which is a huge factor in driving up rental costs today as renters are being forced to subsidize low density suburban and rural communities.

The last few times Halifax was given free money with a deadline (bike lanes, transit, windsor exchange) we blew through the deadline without even starting, got extensions out to around 8 years, still didn't manage to *START* planning before the deadline, and lost the funding.

This is a remarkably lazy argument. Subsidizing cheap gas just guarantees continued car dependency. The true financial anchor dragging down the working class is living in a society where expensive private vehicle ownership is a mandatory tax just to exist.
