Whatever happens with the site, the owners should at the very least meaningfully stabilize - better yet rehabilitate for reuse - the McCrea House. It is listed on the National Register of Historic Places and is a City of Oakland Landmark, but has too long been neglected.

Dear Mayor Lee and members of the City Council,
On behalf of the undersigned organizations and community members, we write to express our strong opposition to requiring supermajority neighborhood petitions to allow road closures and traffic diverters for traffic calming. The little known ordinance in question (Resolution 71056, enacted in 1994) has been effectively unenforced for decades and recently weaponized to stop traffic calming. Such measures are already allowed as anti-crime tactics, yet are blocked for the life-saving purposes of reducing traffic violence. We respectfully urge you to repeal Resolution 71056, to empower the Oakland Department of Transportation (OakDOT) with the full discretion to determine where and when these tools should be deployed, based on factors like data, equity, safety considerations and the critical analysis of their professional training.
Traffic Safety Decisions Should Be Based on Expertise, Not Popularity
Traffic safety is public safety, and a matter of professional engineering judgment. OakDOT staff are trained to evaluate collision data, speeding patterns, traffic volumes, and neighborhood context to determine the most effective solutions. Requiring residents to organize and collect petitions with 67% of neighborhood resident signatures can not only lead to delayed implementation but can also totally paralyze projects in process, in addition to politicizing safety and undermining the goal of creating safe streets for all Oaklanders.
Petition Requirements Are Inequitable
Neighborhood petition requirements exacerbate inequities across Oakland. Communities with more time, money, political power, and social cohesion are more likely to successfully navigatepetition processes. Low-income residents, renters, mixed-language communities, immigrants and historically marginalized groups face structural barriers to organizing petitions-even though these are often the very neighborhoods most burdened by unsafe streets, higher traffic injury rates, and a legacy of disinvestment.
That said, we support a mechanism to allow neighborhoods to advocate, file requests, or make complaints, to the City for traffic calming where OakDOT has not yet addressed identified issues. Appealing to the government is a constitutional right, and the ability for people to request added safety measures should be maintained. Our request only focuses on the obstacles created by this outdated Council resolution, which effectively barred the City from fulfilling its responsibility to protect the safety and wellbeing of its residents.
OakDOT Should Lead with Safety and Equity
OakDOT has developed policies and frameworks that prioritize safety and equity, including Vision Zero and the Department's racial equity goals. Imposing super-majority requirements undercuts these commitments. Instead, OakDOT should be empowered to proactively deploy traffic calming where OakDOT determines —particularly in high-injury corridors, underserved neighborhoods and streets facing high traffic volume-that they are warranted.
Our Request
We urge the City Council and Mayor to repeal the entirety of Resolution 71056, which created the supermajority neighborhood petition requirement, from the process for installing traffic calming measures and to affirm OakDOT's authority to make these decisions based on professional judgment, safety data, and equity outcomes.
The City of Oakland is one of very few cities in the state with this antiquated and undemocratic requirement. Other similar neighboring cities such as Berkeley and San Jose don't have such a requirement and San Francisco recently abandoned theirs in an effort to expedite traffic safety.
Oakland has committed to eliminating traffic fatalities and serious injuries through Vision Zero, and has established the Department of Transportation in large part to pursue this goal. Now, achieving that goal requires clear and direct Council action. Let's ensure that every neighborhood has access to safe streets-not just those with the resources to navigate petition processes.
