Now that you know about the changes to DOM.RF and VTB, compare September 2025 to September 2026. Especially the publicly traded items like Sberbank. Also keep in mind that some of these “investments” are needed to prop up industries.

Russia's exports of refined oil products hit a new low in August. Just 4.05 million tonnes left the country, worth 2.4 billion euros. That is 57 percent less than August last year and the weakest month since CREA began tracking this in 2022, when the wartime average was 9.4 million tonnes. 1/3

‼️ Russia: “All regions will be able to attract short-term treasury loans "on demand" from September 1” 👀 Interesting www.interfax.ru/business/111...
ECONOMY 12:08, september 1, 2026

All regions will be able to obtain short-term treasury loans "on demand" starting September 1.

Moscow, September 1. INTERFAX.RU - Starting September 1, the Russian Ministry of Finance will extend to all regions a new instrument—treasury loans "on demand"—to finance cash flow gaps for a month. The corresponding government decree was adopted in fulfillment of the president's instructions, according to a ministry statement.

This tool was previously tested in four regions in pilot mode.

This will allow for the prompt acquisition of short-term loans from the Federal Treasury for the period between the payment of obligations and the receipt of income in the event of a temporary need for funds, the Ministry of Finance explains.

To receive such a loan, constituent entities of the Russian Federation will have to submit an application to the Ministry of Finance with an attached cash plan for the execution of the regional budget.

"Our goal is to help regions meet their spending obligations on time without resorting to commercial loans. The 'on-demand' treasury loan is provided at a preferential rate of 0.1% per annum for up to one month and allows for the prompt covering of cash gaps before planned revenues arrive. This reduces regional expenses on public debt servicing and improves budget sustainability. We are closely monitoring the implementation of this new instrument and maintain ongoing cooperation with the regions," Deputy Finance Minister Pavel Kadochnikov said in the statement.

Russia is like an addict looking for their next hit. Even if they figure out how to get it, they’re not improving their situation. Their desire to continue is not an indication of their ability to continue. When does an addict stop?…it depends ¯\_(ツ)_/¯
