Third: This support will allow displaced communities to prepare for/respond to climate impacts & contribute to their local communities. The international community can't hide behind the phrase 'self-reliance' if communities don't have access to what they need to actually adapt to climate change.
000
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
Second: Don't frame this as charity or humanitarian response. While humanitarian budgets shrink, fulfilling these pledges is investment in refugees’ & IDPs’ long-term safety, well-being, self-reliance--reducing future disasters & limiting the amount of 'life-saving aid' required when disasters hit.
101
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
How do we make sure that these pledges move out of Geneva and into practical action that serves communities? First, we urge governments, the GRF Secretariat, UN agencies, and donors to recommit their attention and ensure they have sufficient resources to fulfill their pledges by December 2027.
100
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
Taking this forward: GRF pledge progress in every country we researched is dependent on UN agencies & highly susceptible to humanitarian aid cuts. As budgets shrink, national gov'ts are vulnerable to gaps in pledge delivery, and progress has (and likely will continue to) stall/ed due to funding cuts
100
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
Pledges often focus on supporting IDPs or refugees, but not both. Several countries with large IDP communities (Ethiopia, Niger) excluded them. While we tried to focus on how to achieve existing pledges, not what governments *should have* done, we emphasize that ALL displaced people must be included
100
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
A few exceptional examples of inclusion to highlight: Refugee Central Committees in Ethiopia 🇪🇹, residents’ fora in Kenya 🇰🇪, collaboration between the Mbera Fire Brigade and local Bassikounou authorities in Mauritania 🇲🇷, and RLO membership on a national steering committee on clean cooking in Uganda 🇺🇬
100
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
Another bright spot: Every country had *some* degree of inclusion of IDPs & refugees; they were most frequently consulted in the development of reforestation work, early warning systems, and plans & policies. They also participated as implementing partners for alternative energy and reforestation 🌳🌴
110
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
But on the bright side, Ethiopia, South Sudan, and Uganda stand out for large-scale programmatic changes to improve national disaster resilience and response systems that are aligned with the scale of displaced populations in their respective countries. 👏
100
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
tl;dr -- countries HAVE made progress; 4 out of 34 pledge actions for climate adaptation for refugees & IDPs are already complete ✅ But many don't address the right type/scope of climate risks, like drought, flood, and/or wildfire; and many lack sufficient details to be useful for immediate action.
100
Jocelyn Perry @jocelyngperry.bsky.social · 23/09/2026
This is finally out in the world! We spent 16 months analyzing GRF pledges then interviewing refugee & IDP leaders, civil society, UN agencies, and governments across 10 countries to answer the questions: How much progress has been made on pledges & have countries actually included refugees & IDPs?

xAI's unpermitted turbine emissions would dwarf federal permit thresholds
Potential annual emissions, in short tons, from 30 unpermitted turbines at xAI's Southaven, MS facility

Chart: Potential emissions at 80% load
Nitrogen oxide: 2,474
Carbon monoxide: 4,065
A vertical dotted line indicates the Federal permit threshold.

Note: Federal permit threshold of 100 short tons/year is based on emissions at 100% capacity. Emissions shown at 80% capacity reflect the lower end of typical operating levels for gas turbines, according to the EPA.

He said the facility would be on par with the top 25 U.S. gas plants for nitrogen oxide emissions, citing EPA data for actual emissions.

No older than 3, she was trying to smell the flowers.

At her side, a pink rolling bag.

Her father, Joan Sebastian Guerrero, had just been fatally shot and yanked from a car he’d been driving. Now, he lay handcuffed in the street, where he would remain for five hours.

“You took her dad, you took her dad!” a woman nearby yelled, according to Cecelia Humiston, 22, who witnessed the interaction in Biddeford on Monday morning.
