Dear Constituents and Community Members,

 

Thank you for your emails and phone calls over the past several weeks inquiring about the status of the Nicollet Island Historic Homes Limited Partnership (NIHH) lease in the event of a sale. As you might imagine, given the complex nature of the lease and the sublease through CPED, this has been an intricate issue to approach. After discussions with staff and legal counsel, I am pleased to inform you the Board will be considering a resolution with the aim of preserving affordable housing on Nicollet Island. This item will be discussed during our next regular board meeting on Wednesday, October 7th.

 

It is our interpretation that affordable housing is a requirement of the original lease, and remains a requirement as long as the land is leased from the park board. The resolution would specify “that the Board of Commissioners directs the Superintendent to review thoroughly any terms of any offer or sale between NIHH and any proposal to buy, acquire or assume the Sublease or any ownership interests in the Ground Lease or properties as well as thoroughly review the proposed terms of any new Sublease between CPED and any new possible sublessee or owner with respect to the properties now held or leased by NIHH and the MPRB expects such transaction will reflect a plan and provisions for affordable housing for low and moderate income people;” (emphasis mine).

 

I am hopeful that my fellow Commissioners will join me in supporting this resolution. In previous meetings, Commissioners Engelhart and Forney have voiced their support for maintaining affordable housing on Nicollet Island, and I feel this is an issue that is important to many others on the Board as well.

Whereas, The Minneapolis Park and Recreation Board (MPRB) was created by the Minnesota

This afternoon at the BET, the board passed the Minneapolis tax levy, which included the 5.86% levy increase to fund the park board. This means we will be able to continue to offer the outstanding services and experiences of our parks to the people of Minneapolis, and our visitors.

I’m glad to see students have this resource, but what if local food that supports our regional farmers was affordable and available as part of the tuition our students are already paying? We know how important nutrition is to education. Our students shouldn’t need food shelves to survive at school.

Pro-equality voices can't outspend the hundreds of millions being dumped on ads like these across the country. But we can and must talk about what's happening, redirect folks back to real issues without compromising our values and then get to work for candidates who support pro-equality values.

Anti-trans ads are popping up everywhere and it's important that we remind people that these attacks are happening because opponents of equality don't have answers to the issues facing most Americans - they are trying to move votes through fear and misinformation instead. Don't take the bait.

Renew could have run ads with actual positions or votes; but they chose to spread misinformation about voting records, why? Because it *sounds* scarier. And not only are they convinced fear is a winning message, they have deep pockets who are putting money behind that strategy. So what do we do?

Yes, Sens Kupec, Putnam, Seeberger, and Hauschild *did* vote for pro-equality legislation - including Minnesota's trans refuge bill in 2023. But, providing medical care to incarcerated people - even trans folks - was already *required* by existing state law & the constitution. We *have* to do it.

I strongly discourage folks from watching them unless it's your job. You already know what they will say, promise. These ads - like the infamous "Kamala is for they/them" ads - talk about funding for medical care for trans people who are incarcerated. The problem is: They didn't take these votes.

My statement on the developing situation regarding Mayor Her.
Allegations are not dispositive, and there is much that we do not yet know about what occurred between Mayor Her, senior members of city leadership, Chief Henry, and other members of the Saint Paul Police Department. The report prepared by outside counsel of the workplace conduct investigation into Mayor Her’s behavior has not been made public. The City Council has only seen the Mayor’s administration’s two-page summary of that report, prepared by a department she oversees. The allegations in Chief Henry’s complaint have yet to be adjudicated in legal proceedings.

There are, however,  a few things that we do know. The allegations against Mayor Her that were made public this week are deeply troubling. They must be taken seriously by the public, the legal system, and the City Council. We also know that the Mayor’s administration’s own summary of the investigation says that the Mayor engaged in “offensive and inappropriate behavior,” “created an uncomfortable work environment for City employees,” and “sent inappropriate text messages” to at least two City employees. The Mayor was engaging in this behavior while our City was occupied by federal forces last winter, a moment when we desperately needed steady, focused leadership in City Hall.Saint Paul city employees—no matter their title—should never question whether they will be treated with professionalism and respect by their supervisors and the city’s leadership. Our taxpayers should be able to trust that their money will be spent on essential services, not on lawsuits brought on by inappropriate workplace conduct. And every single person in our City should feel confident that the highest levels of City Hall are functioning effectively and relentlessly focused on making life better for Saint Paulites.

Any person accused of wrongdoing deserves to have a fair, impartial legal process determine the facts of what happened and assess the appropriate legal consequences. I respect that process, and do not intend to comment on the merits or specific claims in any current or future litigation. However, the existence of a legal process does not mean either the public or the Council is prevented from demanding better. As both a resident of this City and a member of the Saint Paul City Council, it is clear to me that we need and deserve more from our Mayor.

That starts with transparency. The full report from Resolute Law must be released. Just as urgently, the Mayor must explain how she is currently able to lead the Saint Paul Police Department as the chief executive for Saint Paul. A police force that does not have meaningful leadership from the people’s elected representative is not a tolerable or sustainable state of affairs. We need to know—now—what has and will be done to ensure that that leadership and oversight exists.

I appreciate EHB for taking his values to the dais tonight at the BET. I hope he and the other commissioners are able to wrangle some meaningful compromise from the mayor on oversight of police spending (which has outstripped their budget not only on overtime, but many other categories as well).

Tonight at our Board of Estimate & Taxation meeting we deadlocked on deciding the maximum levy for the City and the Parks. I voted in full support of the park board’s levy request and the city’s request throughout every single amendment brought forward, but we could not find consensus on that.

His points around needing public commitments on police oversight/reform are valid. Part of why the parks were facing cuts at all was because the city is facing police led cost overruns. Next week we need to fully fund parks (which the BET showed support for) and keep police accountable.
