The EU delisting Usmanov is simply the reverse face of its inability to sanction Milorad Dodik. It shows the same face: the EU as a bloc, and the individual capitals, are geopolitical minnows. And that is not the fault of the US, Russia, or China. It's self-imposed irrelevance.

The Iceland referendum result will not significantly influence the membership prospects of the Western Balkans, including Montenegro. Their odds of joining the EU in the near term (i.e. the next decade) remain at near-zero. Brussels and the capitals have made that clear.
