Communism in Cuba would have ended or evolved by now if the US had stopped its aggressive policies towards it. If anything, it's the US which has allowed authoritarianism to flourish by keeping the Island in a perpetual siege.

US pirates attacked the Cuban coast guard, wounding at least 1 service member. At least 4 pirates were killed and 6 others were injured; the Cuban coast guard captured the surviving pirates and has arrested them.
As a coastguard vessel approached to identify the boat "shots were fired from the boat," injuring the commander of the Cuban vessel, the ministry added.
"As a result of the clash, at the time of this report, on the foreign side, four aggressors were killed and six others were wounded," the ministry said, adding that the injured were evacuated and received medical assistance.
The ministry said that it remained committed to "protecting its territorial waters."

I inclination would be provocation. Cuba under severe sanctions & I would think they would welcome any goods being smuggled in. Nothing is being smuggled out unless it's large quantities of piled garbage since they have no fuel for their garbage trucks.

The Cuban Embassy says a Florida-registered speedboat entered Cuban waters this morning and allegedly opened fire on Cuban border guards who approached it, injuring the commander of the Cuban vessel. Cuba says four people on the U.S. boat were killed and six others aboard it were injured.

“A U.S. official said the firefight involved a U.S. civilian boat that was part of flotilla to get relatives out of Cuba, adding that the vessel was not U.S. Naval or Coast Guard boat.” The speedboat reportedly had ten on board and opened fire when approached by Cuban border guard, injuring one.

"Why don't other countries help Cuba" They do. But the reason Cuba can never benefit from any help is because the US imposes its embargo and blockade on anyone that does business with Cuba. This is in violation of international law and starvation of the entire population is a war crime.
