New WP with brilliant co-author @jacobnyrup.bsky.social! Which governments are most representative? We match the backgrounds of tens of thousands of cabinet ministers to population data in 136 countries (1991-2021) and measure the representation gap on gender, age, education, class and geography.
World map shading each country by the average gap between its cabinet and its population on gender, age, education, class and capital origin, 2001–2021. Gaps are smallest in Scandinavia, followed by North America, Australia, and much of Western Europe. They are largest in Asia and (much of) Africa.

My theory is that if you take an impulsive leader loosely tethered to reality, replace the policymaking process with sycophants and strivers who tell him how brilliant and popular he is, and cede every institutional check on his power, a bunch of ill-advised and inexplicable stuff will happen.

Do you struggle to remember who is in government? Be glad you're not Japanese. Japan has the world's highest cabinet turnover: a dizzying 72% of cabinet members are replaced from one year to the next. Nepal (62%), South Korea (58%), and Peru (58%) come next.

Governments around most of the world are, on average, getting older. The trend is starkest in Africa, but it is also clear in the Americas and Asia. The exception is Europe, where we saw a drop after the collapse of the Soviet Union, and then stabilization at just above 50 years of age.
