I remember this very well. That bike lane, directly below 23rd, was blocked for completely, and had been for weeks. At that stage of infrastructure in 6th, it was almost impossible to get back into "the clear bike lane" north of 6th. I biked where they did almost everyday for at least a month.

An 1800 mile round trip road trip to the upper reaches of Québec (stayed below the St Lawrence River) with two adult kids (one over 6'2"). And yes I grew up taking cross country road trips in a Ford Country Squire.

It's not an accident when the driver is not aware. It is negligence. The whole point was a mother crossing with the light at a crossing (and the law on her side) and a driver not yielding adequately. The shared responsibility argument is a way to avoid accountability.
