Because its devastating to personal economic mobility, and under the best of circumstances having a kid is a purely emotionally rewarding practice with a LOT of upfront labor and medical risks. In other words: Unless you're a per-industrial farmer, there's no economic incentive to have kids.

There is no solution to the demographic crisis other than aggressive, highly competitive pro-immigration policies. If we cracked scalable human cloning today, it would still take 18 years (and a pop. of foster workers we don't have) until those people could fill the labor shortage we have today.
