Maryland is an all party consent state when it comes to recording phone conversations and other situations where there is a reasonable expectation of privacy. It does not apply to public press conferences where someone asks a question you, as a public official, find embarrassing.

Insane. Earlier, Harris, an elected official, lectured constituents about respecting 1st Amendment after they jeered him (as in he implied they were violating his rights...?). Then implores police to confiscate a camera from a journalist, saying they have no right to record him at press conference.
