The super boring reason Australian government agencies don't have better cyber security is rather obvious: They don't pay enough. Quite often they recruit people who then find better paying jobs, or, they recruit people who get jobs while waiting for commencement (or security audits). Very fixable.

Also, not to join in what will inevitably be quite acrimonious, but the Greens in Australia have repeatedly taken one step forward and two steps back. Their gap between grassroots campaigns (we'll stop aircraft noise, we'll protect the heritage nature of our suburb) and national policy is comical.
