Two quick thoughts [2/2] 2. As when the Ceuta events were unfolding (explicitly mentioned in the Plan), no mention at all of the Crisis Regulation. Perhaps because the Commission is not empowered to trigger its application? If anyone has any ideas on this, would love to hear your thoughts!

Two quick thoughts [1/2] 1. Unsuprisingly, the plan fails to mention anything regarding guanteering effective access to labour mobility opportunities and international protection (seemingly obvious ways to "prevent" illegal immigration).

Following VDL's State of the Union remarks, the European Commission has published a "5-point plan to prevent, anticipate and respond to sudden, mass illegal arrivals". Interested to see whether this will go any further (e.g. new legislative proposals/Pact amendments). For the plan, see:

The EU’s response to Ceuta: the first stress test after the Pact reforms?
The Ceuta incident not only underscores that the EU cannot afford internal divisions and tensions over migration. As a first stress test following the Pact reforms, it highlights the need for further investments into implementation and doubling down on achieving greater CEAS resilience.

What if EU governments are missing a unique opportunity to show solidarity when challenged from the outside? Genuine or manufactured, Ceuta’s migration crisis is a humanitarian emergency and a test of EU solidarity. The lives affected aren’t nobody’s concern while Meloni and Musk demonize them.

Should Spain decide to submit such a request, it will also be highly interesting to see what type of migration “crisis” it will allege is unfolding, i.e. a mass-influx (Art. 1(4)(a)) or instrumentalisation (Art. 1(4)(b)) In view of Sanchez’ public remarks so far, the former appears more likely
