Nepal is responsible for ~0.05% of historic CO2 emissions. Now, in order to clean up from this disaster, it will likely have to take out high-interest loans from the countries responsible for the lion's share of CO2 emissions. This is like a criminal getting paid to clean up his crime scene.

Damning report into the Albanese Govt from the Auditor-General. They already knew that: Govt denies access to some or all information sought in 4 out of 5 cases. And when the impartial umpire reviews, the dept *got it wrong* most of the time.
43,456 FOI requests were received by all agencies and ministers in
2024–25.

79% of the 25,211 decisions made by agencies in 2024–25 were to refuse access in part or full.

62% of Information Commissioner review decisions in 2024–25 were to ‘set aside’ a decision of the agency.

NACC clears Morrison, Campbell, Musolino, & Halbert of corrupt conduct. Withnell & Wilson were found guilty of "serious corrupt conduct", but aren't referred to the Director of Public Prosecutions because statements they made to NACC "are not admissible in criminal proceedings" The system works!
Recommendations and outcomes
The investigation made findings of serious corrupt conduct against
2 individuals. It also concluded that there was insufficient admissible
evidence to establish the alleged offences against either Mr Withnell or
Ms Wilson beyond reasonable doubt. Key admissions and statements made
during this investigation are not admissible in criminal proceedings. It is
therefore not appropriate to refer either to the Commonwealth Director of
Public Prosecutions.
The NACC Act invests the Commission with corruption prevention and
education functions and the power to make recommendations as part of
the Commission’s investigation reports aimed at preventing corrupt
conduct from occurring again.
In this case, however, the Royal Commission made a number of
recommendations to improve the budget process and agency responses to
the Commonwealth Ombudsman, and they have since been implemented.
