£18bn is a lot of money on its own, but it's 1.5% of the UK budget. Still a chunk, but reallocation from other lines is not impossible. It's about the political choice of priorities.

This. My journey in this space has led me to focus on getting actual infrastructure projects financed and built. I can't solve it all but I can do what I can. And I'm also not sure that telling others what to do is the best use of my time and energy.

The more I think about it, the more this speaks to the meta problem that Western economies have. It's so tempting to try to hold on to a position of historic dominance, rather than roll with the tide and adapt. The world is in transition in so many ways - adapt or die.

I built a statistical model to forecast ski conditions using seasonal climate models. Summit at Snoqualmie in Washington has the worst ski forecast in the western US this winter. Makes sense given the “El Niño on steroids” model signal. Go south for better skiing ⛷️ Try it out: where2.ski

Without transparency of the training data, it's tricky to definitively conclude that. Some of the problems had already been solved and AI unearthed those solutions. Others combined elements of existing theories. Still impressive but more pattern matching and categorising then cognition or reasoning.

Um. Essentially yes. LLMs predict next word based on training data and previous words. It's predictive text. Given the right training data, it can appear to be intelligent but there is no more reasoning or cognition than your Nokia 6210.

Climate governance has been a void since 1992 when the F was pushed into UNFCCC. The Treaty was compromised into a Framework Convention. Kyoto Protocol would have failed if it wasn't for the collapse of the USSR and the financial crisis.
