1/ In 2024, I filed a false claims act lawsuit against Elsevier, Springer, Wiley & Informa alleging they systematically overcharged US federal grants for article processing. The gov declined to intervene and now it's public. Some thoughts on what this is, and what it isn't:

NIH policy had 5% compliance when it was voluntary, 50-70% compliance when it was mandatory, and got to 90% when funds were held back until compliance was fulfilled. #OASPA2025

Yes: "Policymakers tend to see publishers as mere service providers who can be given money in exchange for open access. The reality is that good publishing is not a transaction but a community effort. Publishing cannot stand outside the communities that produce the research; it is part of research."

It's so saddening to see how a movement with such good intentions has been co-opted and commercialised to such an extent that it's effectively now just a means for channelling public money in corporate pockets. For me, if it's not Diamond I don't want to know. #OpenAccess

Proud to have played even a small role on this project! Great summary post and an excellent job by the entire IOI team. After two years of intensive research, IOI's project “Investigating "reasonable costs" to achieve public access to federally funded research and scientific data” has concluded.
The Publishing Profiler: Visualizing Research Output Footprints
The Publishing Profiler represents a tool to help institutions understand their federal research publication landscape. Built by consultant Eric Schares and expanding on his earlier work at Iowa State University, this interactive dashboard combines data from Dimensions and OpenAlex to provide comprehensive insights into institutional publishing patterns.

Using an eight-year analysis period (2016-2023) to capture trends and context, the Publishing Profiler reveals:

Total publication output with breakdowns by corresponding authorship status
Federal funding acknowledgments extracted from acknowledgment text and metadata
Nelson Memo-implicated publications—the crucial intersection of corresponding authorship and federal funding that would fall under new policies
Publisher and journal patterns showing where researchers are publishing and how this is changing over time
Open access status across different forms of OA
Funding agency breakdowns allowing deeper dives into specific federal funders
For example, Iowa State University's 2023 data showed 2,776 total published articles, with 48% having ISU corresponding authors and 55% of those acknowledging federal funding, resulting in 733 articles that would be subject to the Nelson-era open-access policies.

The tool's practical applications are immediate: libraries can gauge future demand for institutional repositories based on the percentage of non-OA publications that will need compliance support, while research offices can help investigators budget for article processing charges or plan to publish in fully open access journals.

I disagree. Peer review offers some degree of quality assurance, but still many articles in reputable journals have major flaws. Good science can be found in reputable journals, but also on preprint servers. Conversely, bad science can be found on preprint servers, but also in reputable journals.

A study recently estimated that the top five publishers earned nearly $9 billion in article-processing charges between 2019 and 2023. Elsevier alone collected an estimated $583 million in such charges in 2023, the authors calculated. 

The spokesman for Elsevier disputed the estimates but didn’t provide alternative figures for journal revenue.

COMPLETE CRAP - publishers have long argued they need authors to sign over copyright "so they can protect authors' rights". But *when* do they do that? Publishers are not enforcing attribution rights (under CC BY) for the papers they have sold to LLMs at huge profit. Maybe they should start there?

'Grey area journals make use of the APC operating model and aim to increase the number of publications with the minimum time spend for editorial work and quality assessment.' These practices *define* commercial publishing. It makes no sense to single out MDPI and Frontiers as worse than the rest.

Libraries have a key opportunity in no-fee OA publishing to take an active role in supporting open knowledge production rather than their passive traditional role. They should seize it and steer open knowledge in line with their values.
