Arnold is definitely a Republican of a different era. He is genuine, and I can understand and respect him, despite not agreeing with him on many policy issues. He seems to have similar respect for folks of different political persuasions as well.

And even if some new greenfield development may be needed in some places, it shouldn't be exempt from the standard environmental review process. The idea behind exempting infill is that the environmental impacts of the development have largely already occurred and don't need to be reviewed again.

A lot of the leaders in the foster care community are very invested in the idea that foster kids need to be in “family homes” above all else and generally characterize group homes negatively, even if siblings get split up. This “something inbetween” option seems like a refreshing change.
