The effects of even the strongest El Niño events on the North Pacific storm track, and subsequently California precipitation, will not emerge until November *at the earliest* and possibly not until mid-late December! A wet/very wet winter in CA remains single likeliest outcome.

Private universities: nope, they get private security guards like any other private business, and can call the police like everybody else does. Law enforcement should never be under the control of a private organization.

I don't really mind public universities having (funding) their own law enforcement departments as long as they do their law enforcement job independently.

This isn't an easy question because the victim may not want to involve law enforcement, and at the same time, there is a choice, victims may be pressured into not reporting.

The question is should there be some sort of mandated reporter thing, where universities are required to report to law enforcement if they become aware a crime has occured, in addition to following whatever internal process they have.

Universities investigate and enforce their own internal policies. Law enforcement investigates and enforces criminal law. They aren't mutually exclusive and should both occur. Rapists on college campuses should get kicked out of school *and* go to prison.

An interesting point of comparison: currently India has ~46% of its labor force in agriculture, while in China it's ~22%. Comparable points of in terms of agricultural employment US history were the 1880s and the 1920s.

China and India were more comparable around 1990, with 60% and 63% respectively. A similar point in US history would be 1840.

I like the “Topics” idea. Smaller, more focused timelines that are still nominally public. Basically a cross between a hashtag and a custom feed, potentially with the posts to the topic not displaying in the “main” timeline.

I second the concerns about private groups. Telegram groups are a similar example of what can happen with private groups. The alternative is investing in very aggressive human and automated moderation how Meta does, which is the only way they get away with private groups.

Also pleasantly surprised to see a fairly sophisticated client-side PII detection system that prevents you from submitting PII to the chat bot. Looks like it uses a full on BERT model running in the browser.

There often isn't even a "undergrad 20th century history course". General world history typically gets a two course sequence: "Before 1500" and "1500 to Present". There's likely a passing reference to the Russo-Japanese war in the context of one or both of those empires, but not much more than that.

Yeah, that’s a bit overly optimistic… the timeline for the Francis Scott Key Bridge replacement is like 6-7 years total, which is probably a more realistic comparison. That said, they could be pulling out all the stops and treating it as an emergency, but they aren’t even trying.

Ehh, paid parental leave is best done via a public insurance program and not just having employers deal with it on their own. With a public program, you could just make it full pay for 52 weeks, then a flat minimum amount as a stay-at-home parent subsidy until school age.

School vouchers aren’t the same thing. The big problem with those is that they are fairly explicitly intended as a back-door way of using tax dollars to subsidize religious schools/institutions.

It’s more that OCTA (the owner of the track) actively detests passenger rail and isn’t calling in the cavalry. If they showed even the slightest concern about it, Sacramento would be a bit less useless.

What’s incredibly frustrating is even if everyone decided to move forward with realignment today, in all likelihood it wouldn’t be ready for something like a decade, all while having to continue to shore up the existing tracks. At least there’d be an end in sight.

Data centers are just another light to moderate industrial land use, nothing too crazy or novel. (Except the ones with dozens of jet engines on trailers in the parking lot, but that is a fairly isolated phenomenon that can be addressed separately)

It’s a tricky problem. Prohibitions on retaliation are essentially useless in an industry where people are expected to move between companies frequently. Complaining can make you persona non grata across the industry and tank your career.
