The CEO to worker pay ratio has skyrocketed over the decades. In 1965, CEO's made 21 times the average worker. Now? CEOs are paid 325 times as much as typical workers.

And where the business is HQ’d is irrelevant for tax obligation purposes. Are banks and insurance companies going to stop serving their customers in Portland because of this tax? No, they will not, because that would be a violation of their fiduciary responsibility.

The Fair Share Tax will raise taxes on 405 publicly traded corporations that pay their CEO's 50 times or more their median worker. It will also strike the Business License Tax for 18,000 local small businesses, raising the threshold from $75,000 to $500,000. It's time we rebalance the scales.

This is a tax on profits. Why would a profitable firm leave a market because they a little less profitable after a tax? That would be an unsound business decision.

More than half of Americans live paycheck to paycheck. Starbuck's CEO took home $31 million - 1,794 times more their median worker. Live Nation's CEO made $33 million - 976 times the median pay. The system has been rigged against the working class, but the Fair Share Tax starts to change that.

I think it’s fair to say that if we can scratch together $120 million right now and another $275 over 20 years then we can forestall the closure of these schools, and at least buy ourselves some time. That’s the claim I’m making. It’s a question of priorities.

I think it’s unconscionable that we are willing to move heaven and earth to find money for stadiums, but seemingly incapable of doing the same to prevent the closure of schools. My constituents are outraged. They are right to be. There’s still time to fix this, but we’re going to need to lock in.

At its core, our proposal is a tax on inequality, which is a scourge to us all - rich and poor. Inequality in income and wealth is a drag on our economy. We can and should tax the very corporations that cause it and use those proceeds to level the playing field and fund our services.

Community-driven policy is tough. We have little time to react and amend policies from the administration. A short window involves negotiations with council sponsors, attorneys, code review, land use and planning rules, a broad coalition of leaders and more. Can’t forget about industry lobbyists.

Disappointing outcome for the Zenith ISQ transfer deal but we have one more opportunity today to address safety & fuels at the CEI Hub. Tell Council we need clear, actionable language, a directive to redefine the use of “fuels” in the text & a data-driven approach to draw down the fuel at the Hub.

For those online retailers (e.g., Walmart, Amazon) who may try to pass this on they will have to compete with other businesses who aren’t subject to the surtax, which levels the playing field and gives small, local businesses a leg up. It’s high time we did.

Mr. Hoan is not qualified to assert that a tax on gross net profits will be passed on to consumers. Pricing decisions made by large corporations are based upon a markup on direct costs and overhead costs (spread broadly), prior to net income taxes.

You cannot avoid the BLT tax by moving your business out of Portland. If Amazon wanted to avoid the surtax they could do one of the following: - pay their CEO less - pay their median workers more - stop doing retail business in Portland.

That is a limitation unfortunately of the underlying tax. There are serious challenges with extending this to privately held firms who do not have the same disclosure requirements.

Here’s a bit more detail about our Fair Share Tax proposal, for those of you who like to dig into the legislative text itself. Here are the changes in the exhibit that describe which firms get relief and which large corporations will see a hike.
7.02.400 Exemptions.
(Amended by Ordinance 192163, effective May 8, 2026.)
The Division may require the filings of tax returns or other documentary
below, the following persons are exempt from payment of the business license tax, and/or the following incomes are exempt from calculation of the business license tax:
A. Persons whom the City is prohibited from taxing under the Constitution or laws of the United States, the Constitution or laws of the State of Oregon, or the Charter of the City.
B. Income arising from transactions that the City is prohibited from taxing under
State of Oregon, or the Charter of the City.
C. Persons whose gross receipts from all business, both within and without the City, amounts to less than:
1. $500,000 for tax years beginning on or after January 1, 2028;
2. $100,000 for tax years beginning on or after January 1, 2027 and prior to January 1, 2028;
3.2. $75,000 for tax years beginning on or after January 1, 2026 and prior to January 1, 2027;
4.3. $50,000 for tax years beginning on or after January 1, 2007 and prior to January 1, 2026; and
5.4. $25,000 for tax years that begin prior to January 1, 2007.
D. Corporations exempt from the Oregon Corporation Excise Tax under ORS 317.080, provided that any such corporation subject to the tax on unrelated
solely on such income.
501, provided that any exempt trust subject to tax on unrelated business2. For tax years beginning on or after January 1, 2027:
a. A surtax of 25 percent of base tax liability is imposed if a company subject
to this Section reports a pay ratio of at least 50:1 but less than 75:1 on U.S.
Securities and Exchange Commission disclosures.
b. A surtax of 50 percent of base tax liability is imposed if a company subject
to this Section reports a pay ratio of at least 75:1 but less than 100:1 on U.S.
Securities and Exchange Commission disclosures.
c. A surtax of 100 percent of base tax liability is imposed if a company
subject to this Section reports a pay ratio of at least 100:1 but less than 250:1
on U.S. Securities and Exchange disclosures.
d. A surtax of 250 percent of base tax liability is imposed if a company
subject to this Section reports a pay ratio of at least 250:1 but less than 500:1
on U.S. Securities and Exchange disclosures.
e. A surtax of 500 percent of base tax liability is imposed if a company
subject to this Section reports a pay ratio of 500:1 or greater on U.S.
Securities and Exchange Commission disclosures.
