NYC's program is "subject to appropriation" and not a percentage locked into charter. In the 2026 cycle NYC is spending about $26M in a $115B budget or about 0.2%. Portland's 2% is $16M in an $8.5B budget. By population NYC is about 13.5 times the size of Portland.

1. The Senate "permitting reform" bill will (likely) be released this week. 2. It is a data center & energy development bill, not a climate bill. 3. It will erode bedrock environmental safeguards—in particular the Clean Water Act, Endangered Species Act, National Environmental Policy Act.

This is 100% true. The biggest risk of any participatory process is capture by the exact same interests that generally dominate local politics. And the broader and larger the program, the more likely to be captured. PMC and rich neighborhoods are going to directly control 2% of the city's budget.

One of the things that irks me most is this argument that somehow East Portland will come out ahead in this process. How exactly?! This proposal purports to create a citywide TBD process in which East Portland will likely be outvoted yet again by more "participatory" parts of the city.
But Councilor Candace Avalos said the measure would not take power from elected officials and could help underserved communities in east Portland who are unable to participate in the city’s current budgeting process. Relatively few people overall get involved in the budget as it stands now.

Avalos said residents have repeatedly asked city leaders to preserve parks, public safety and other services and that participatory budgeting would give them a direct role in funding such priorities.

9th Cir. declines to extend the property-law concept of adverse possession to a stolen identity. Man lived 30 years using the birth certificate/SSN of a baby who died in infancy. He argued he had become that person because he "had done the work." Held: Nope. cdn.ca9.uscourts.gov/datastore/op...
There is no basis in law or reason for us to conclude that one may adversely possess the identity of another person. The Supreme Court has held that “[a]n individual’s identity is more than just his name or Social Security number.” Maryland v. King, 569 U.S. 435, 450 (2013). A person’s identity is a part of, not separate from, their personhood. And no matter how long one uses another person’s name, they simply do not become the other person.  The identities that Primrose and his wife assumed belonged to infants who were not long for this world. That the infants’ lives were short does not erase their existence or their importance. And no matter what Primrose and his wife did with the infants’ identities, those identities still belonged to the infants who were born on the dates and received the names that were recorded in their birth certificates. It is not at all clear that the infants, their parents, or family were not “harmed” by Primrose’s actions. And Primrose’s contention that he is the one “who had done the work” to establish an identity under the Bobby Edward Fort name by living a life under that name for 30 years is beside the point.

Sometimes you have to submit a Public Records Request to get the City to post a report in September that was written in April. Although, in this case, to be fair, the report should have been written in January, but that would have meant soliciting input BEFORE negotiations with PPA began.

Along with the fact that every NEW sworn police and fire employee necessarily raises taxes, we also learned that due to FPDR "picking up" their PERS contributions, it costs the public at least 38% more (and rising) for a sworn officer to do a job that could otherwise be done by a non-sworn employee.

Just want to clear up a misconception about Chief Day's statement yesterday. He did not give that statement in uniform or on video - PPB released it via news release.

I suspect that folks believe this because of the old image displayed on the Oregonian's article:
