We find that the programming *can work* to get more students to high school graduation, but we find no overall impact in the pooled (pre-registered) analysis. This null masks substantial heterogeneity, and we explore some of the possible sources driving the variation in treatment effectiveness.

🚨 🚨 New paper alert! 🚨 🚨 Out today, "Unpacking Treatment Effect Heterogeneity in a Large-Scale Dropout Prevention Experiment," joint work with Thomas Dee, Rebecca Margolit-Chan, Lily Morrell, and James Sullivan. Many years in the making, nearly a decade and a pandemic later!
Abstract

Timely high school completion is a critical step in successful transitions to post-secondary schooling and the labor market. This randomized controlled trial, deployed in two urban, disadvantaged school districts, tests the effectiveness of a mature and comprehensive student-support program on an unusually large scale (n=2,528). While overall effects on graduation rates are small and statistically insignificant, exploratory analyses reveal notable variation by site and over time, mirroring heterogeneity in treatment timing and program implementation. These findings highlight the challenges of scaling interventions and raise concerns about generalizing results from small-scale, single-site evaluations.

In two field experiments, we test the efficacy of a program designed to encourage greater mastery learning through technology and continuous teacher support. Focusing on elementary and middle school mathematics, teachers receive weekly coaching and guide students through customized, incremental roadmaps. Results indicate significant intent-to-treat effects on math performance of 0.12–0.22 standard deviations. Further analysis shows that these gains are concentrated in classrooms that average 35 minutes or more of practice per week. Teachers able to achieve high-dosage practice have a high degree of initial buy-in, a clear implementation strategy, and a willingness to closely monitor progress.

In which those representing a range of viewpoints agree that the child care market does not function well... Employer angle is important. While we may have different proposed solutions, these are ultimately empirical ?s about what works and doesn't work for families, businesses, and the economy.
Dr. Chloe Gibbs, Director of the Early Childhood Policy Lab at Notre Dame’s Institute for Educational Initiatives, tells the Sun that when women with young children are forced out of the labor force, often at the early stages of their own career trajectories, “they will likely never recover the earnings path and professional advancement that they forego in those critical years.”

Ms. Gibbs notes that women are also more likely to shoulder caregiving responsibilities for aging and disabled relatives, increasingly leaving working-age women squeezed by both types of caregiving simultaneously.A Boston Consulting Group analysis found that employer-offered childcare benefits can deliver returns of up to 425 percent. Only about 15 percent of employers, however, are investing in childcare today. 

Dr. Gibbs cautions that “employer-led programs will not solve the underlying problems in the market for early childhood care and education,” noting that workplace-based supports do nothing for parents who are not in the labor force or do not work for participating employers.

Head Start turned 61 this week! 🎂 The entire War on Poverty, and Head Start in particular, was a massive feat of policymaking and implementation in such a short time. When the first Head Start grant recipients were announced in May 1965 (to begin that summer!), LBJ heralded the accomplishment.
“This is a most remarkable accomplishment and it has been done in a very short time. It would not be possible except for the willing and the enthusiastic cooperation of Americans throughout the country. 
I believe this response reflects a realistic and a wholesome awakening in America. It shows that we are recognizing that poverty perpetuates itself. 
Five and six year old children are inheritors of poverty's curse and not its creators. Unless we act these children will pass it on to the next generation, like a family birthmark.”
