"Draw" and "Tie" don't have the same meaning in many sports. In cricket, a tie would imply that teams score even and then rules decide how to break (or not to break) the tie. A draw means "no result." Chess, too. I would argue that a "tie" in soccer, if not resolved, would result in a "draw."
