train fact, normally when trains go past a signal they automatically turn red via whats known as the replacement control, in Scotland all signals by default have a delayed replacement control so if the snow plough is attached to the front the driver never sees the signal go back to red in their face

change and delay adds up - contractors were mobilised to start building then you attempt to move a water main 4 times (which took a year according to the timeline) while still paying the expensive contractors to sit and do nothing

I mean, shipping in thousands/millions of tonnes of materials to build a wall isn't cheap either but it's just more viable. the new fenland reservoirs are basically entirely raised the big issue is do you ship it by a couple of trains vs 200-300 lorries per day

I've worked on some of these and the flooding thing is quite funny when you understand the first thing about how a reservoir is constructed (hint: you do not dig a big hole, you build a big wall)

firstly we are talking about London taxis where it ABSOLUTELY is possible. subsequently, why chase the low risk situation here then? the better control is on the non-professional driver - ie onboard speed limiters and driver assistance tools. remove the "exceptional hardship" too!!

yes, but if we are talking about modal shift we should be talking about buses/trams and eliminating private car usage, not just bunging some unconfirmed potential safety improvements on a taxi you'd get better road safety if you made automatic road sign speed limiters mandatory in all vehicles
