It proposes requiring that users understand their own code prior to submission, and that's as unenforceable as a total ban. You can necessarily tell if a submitter knows their code.

i saw "can't tell the pro/anti people apart" but it's really easy people who are afraid of losing their job tend to hate it, i.e artists, writers, musicians people whose job it is to fire people, like managers or small business owners, or people who hate their job, like programmer, tend to like it
