First: I interviewed an expert on traumatic brain injury (TBI) to lay out how vulnerable these patients can be. Medical records I received suggest the gunshot may well have affected the memories of the victim in this case, Mario Carr.

So even in "sanctuary" places like Illinois, the feds can circumvent this policy, bringing criminal — instead of civil — immigration charges against people. Then, they can hold people for immigration offenses in local jails that would otherwise be outside of their network.

3️⃣ U.S. Marshals Service contracts “Sanctuary” policies can block collaboration with the feds, but many of these policies focus on the civil immigration process and fail to protect people with criminalized immigration status, a definition the Trump admin is expanding.

ICE also relies on jails to hold people until they can make an immigration arrest. This means that instead of releasing people when they’re supposed to, jails can hold someone for additional days if ICE asks them to do so. Then, a federal agent will come and arrest them.

Local police then start doing ICE’s dirty work within their own communities. States like Florida require this collaboration, and they’ve seen much higher rates of immigration-related arrests because of it:
Graph showing that throughout 2025, local jails drove ICE arrests in Florida, a state that mandates local collaboration with ICE. From Jan 20 - May 20, more than 20 per 100,000 ICE arrests came from local jails and other lock-ups. From May 21 - October 15, that number jumped to nearly 40 per 100,000. Rates of arrests from other locations (courts, homes, workplaces) remained consistent at approx. 15 per 100,000.

In 2006, Luis Salinas was convicted of attempted murder for a shooting he had no knowledge of. Since then another man confessed to being the sole shooter + the victim admitted they misidentified Salinas. Despite new evidence, the DA is fighting to keep Salinas in prison. lataco.com/luis-salinas...

Three years ago this month, I learned of Erica Johnson, a Black woman serving a life sentence in CA for an attempted murder she said she didn't commit. The reporting took me about 8 months. Publication, longer. But it's finally out in the world: open.substack.com/pub/inadvert...

—the middle class, liberal as well as conservative, has rallied around the department. Riot control has become the transcendent issue in the current mayoral election, as candidates propose competing schemes to finance thousands of new cops by privatizing or downsizing the rest of city government.A quarter-century later, he was again summoned from the O'Melveny and Myers skyscraper to deal with the racial emergency arising from the near-lynching of Rodney King. Not surprisingly, the chairman of the eponymous Christopher Commission (one of his law partners was executive director managed to steer its deliberations away from the historic demand of the Black and Latino communities for an independent agency to monitor police misconduct. While mouthing the slogan of "community policing', the Commission focused on increasing the upward accountability of the police chief to the mayorand the city's invisible government of developers and corporate heads. A counter campaign by community activists to force a referendum on a civilian review board was derailed after leading liberal organizations, including even the ACLU, instead rallied behind Christopher's highly diluted version of police reform.
In a similar vein, last year's enquiry headed by former CIA and FBI director Webster eschewed any investigation of underlying community grievances or police brutality in order to concentrate on the LAPD's failure to control rioters. As one might have expected from George Bush's chief spook, Webster ignored the Department's notorious history of illegal spy operations in order to stress the centrality of expanded police intelligence in riot prevention. In future street con-frontations, he urged immediate, overwhelming mobilizations of police power.3
In practice, the Webster doctrine of 'rapid containment' has involved the retraining of both the LAPD and the National Guard in modern riot-control technologies including armoured vehicles, plastic bullets and pepper gas. Crowd suppression, in turn, has been coordinated with toughened curfew laws, LAPD regulation of local airspace, and Highway Patrol control of freeway access to ensure that Black and immigrant Latino neighbourhoods can be quickly and comprehensively sealed off from the rest of the world. Elite Marine units at nearby Camp Pendleton, meanwhile, have trained in recent manoeuvres to storm 'urban terrorist strongholds' that bear an striking resemblance to ghetto housing projects.
