Calling the suffering "a stain on the conscience of the world," Miliband said Labour had "reset" its approach under new Prime Minister Andy Burnham, who replaced Keir Starmer. "We call out ethnic cleansing by the settler terrorists in the West Bank. We call out the evidence of war crimes in Gaza," he said, pledging to ban imports from illegal settlements and cut off British finance and services to them.

Critics say the rhetoric has outpaced action. The government has not suspended or revoked a single additional arms export licence for Israel since Miliband announced new restrictions on September 8, according to Declassified UK. Around 150 people were arrested outside the conference for holding placards reading "I oppose genocide. I support Palestine Action," which the government has proscribed as a “terrorist” group.
