..even when cooperation is restricted to financing novel CDR with geological storage, we see roughly two-thirds of higher-responsibility regions' carbon debt is avoided through gross emission cuts. Each tonne via CDR+geo costs roughly ten times what it would through direct mitigation (excl. LULUCF).

Restricting cooperation to removal deepens gross emission cuts in higher-responsibility regions. b: stacked bars showing how the higher-responsibility regions' carbon debt is cleared, by cooperation scope (all mitigation or removal only) and transfer level (unlimited or lowest-feasible). With transfers for any mitigation, transfers cover most of it; with transfers restricted to removal, roughly two-thirds is met by domestic emission reductions.

Other fair share studies also often split the problem in two: separating fairness in reductions from CDR. We show this dichotomy can be misleading. The cost-effective response to carbon debt is to avoid accruing it through immediate gross emission cuts, not to scale up removal later in the century..

I think framing it as an issue of conflict of interests is misleading, because, well, it's politics, and the IPCC *is* political (and so it should be). But definitely important to draw attention to the weight of Saudi Arabia & fossil interest in AR7, because it's significant.

CDR (of all stripes) lacks the features of technologies that rapidly come down cost curves, e.g., modularity, private benefits, competitive advantages in relation to incumbent technologies, etc. So I think we are stuck with David's problem — one has to mobilize public money at a vast scale.

If you want 1.5C, 1.8C, 2C, overshoot, no-overshoot, etc, then they all require the same thing: rapid short-term emission reductions reaching net zero CO2 emissions as soon as possible. This has been clear from the IPCC Special Report on 1.5C, which depicts "overshoot" on its cover! 1/

UNEP has written a nice report on overshoot, though, perhaps 10 years too late. But I am somewhat surprised there is so little focus on the requirement of short-term action. Overshoot and non-overshoot both require deep & immediate reductions in emissions... www.unep.org/resources/li... 6/6

Drawing upon a newly published Special Issue in Global Environmental Politics (edited by Florian Steig, Eva Lövbrand and Angela Oels), this event asks how the “script” for international climate cooperation is discursively (re)produced, performed, and reconfigured at a time when liberal environmentalism is under threat by great power rivalry, rising anti-climate populism, and accelerating climate disasters. How can it be that the annual Conferences of the Parties (COPs) to the 1992 UNFCCC, serving as the Meetings of the Parties to the 2015 Paris Agreement, continue as normal when the world as we know it is coming undone? How can countries claim that “the Paris Agreement is working” when their nationally determined contributions (NDCs) are clearly “off target” and leading us to a 2.8°C warmer world by the end of this century? To answer these questions, the event brings together leading critical-interpretative scholars across political science, science and technology studies, sociology, and human geography.

To the extent that it’s true, Nordhaus knew that just as well as them. But he considered that economics had nothing to say about extinction and existential risk. And he was an economist, so he did what economists often do, which is work under assumptions where their model can function.

A seldom discussed effect of a low discount rate is that it favors nuclear over fossil fuels. So besides the rather obvious moral case against high discount rates applied to climate policy, could they be considered a premium on fossil fuels? (This below is from A. Manne, Waiting for the Breeder)
This insensitivty to future events may be connected with the use of a 10% discount rate . Were we to have used amuch lower rate , e.g. 3%, the advantages of nuclear over fossil fuel would have been even greater than those estimated here. Critics of nuclear power would then have raised a series of objections.
