HHS spent $33B is funding (98%NIH) in 2023. With current average indirect rate of 30%, seems like a $4B funding shock coming to universities in the US! I return, I hope total NIH budget is raised by at least that much & certain F&A items allowed to be budgeted under direct costs with justification!
