TLDR: The Budapest Memorandum As a result of this agreement, Ukraine exchanged its nuclear weapons for sovereignty, which Russia breached in 2014. In response, the US, UK, and France pledged security assurances. Of the three involved in the current peace talks, only Ukraine has kept its word.
