▪️ Spanish FM José Manuel Albares said there is “a glimpse of hope,” but warned the process must move very quickly into Phase Two because Israel is not respecting the ceasefire. Delays are keeping the situation unstable and dangerous.

▪️ He called it unacceptable that a supposed ceasefire is “permanently being violated,” noting that “every week, several dozens of innocent Palestinians are being killed.”

▪️ Albares urged “massive” humanitarian access into Gaza and said UN agencies, especially UNRWA, must be restored to the center of aid delivery with full impartiality and independence.

▪️ He said any transitional governing body must place the Palestinian Authority “at the center and at the heart,” insisting no future for Gaza or the region can be built without Palestinians leading it.

▪️ He added that Gaza and the West Bank cannot be separated: Israeli settler violence must end, and the PA must receive the funding Israel continues to withhold. He warned that a PA financial collapse would be disastrous for Palestinians and destabilizing for the entire region.
