📊 #IFSSatStat: The new triple lock announced by the Prime Minister this week removes the most expensive and unpredictable part of the triple lock: the fact that it permanently ratchets up state pension spending over time.

NEW: Savings from triple lock reform could be large but will not be able to fund social care. In a new comment, IFS Deputy Director Jonathan Cribb sets out potential savings from triple lock reform.

Quote from IFS Deputy Director Jonathan Cribb. The quote reads: "The government has estimated that their reform to the triple lock will save £15 billion per year by 2039–40 . That number partly reflects inflation over the next 13 years. In today’s terms, the estimated saving is £11 billion per year. However, the saving is very uncertain, because of how unpredictable the old triple lock is, and new IFS analysis shows it could reasonably be anywhere between £4 billion and £20 billion."

'Your First Home' looks similar to the Help to Buy home equity loan scheme that ended in 2023. Based on what's been said so far, it will be more targeted to those on lower incomes. This helps prevent benefits from flowing to can afford to buy a house anyway, but also increases risk. See below 👇

Higher prices could encourage more building. But IFS research finds that housing supply in England responds weakly to higher prices, so the scheme may do more to raise prices than to increase supply. ifs.org.uk/publications...

📊 #IFSSatStat: Primary school pupil numbers in England fell by 5% between 2018-19 and 2025-26, with teacher and class numbers falling by 4%. This hasn’t yet translated into significant school closures. As the number of pupils continues to decline, this might become more likely.

Today’s public finance data shows that government borrowing in the five months to August was £77 billion, £8 billion more than the OBR forecast in March. But these initial data outturns are always subject to revision – recently, these have been as high as £9bn.
