I'm going to try to put together a mini lit review on some of the recent institutional landlords papers. there are lots of papers, so I will be necessarily omitting many. Mostly focused on impacts on prices, and whether institutional landlords are killing homeownership and driving up rents.

Don’t fire the guys collecting the money
Governments can’t function without revenue, so ensuring that the agency that collects taxes can do its job is pretty fundamental to maintaining state capacity. Under Biden, the IRS had received long-awaited and much needed funds that allowed it to rebuild after a period of sustained downsizing, and was becoming more effective.

The IRS represented a very simple test for the credibility of DOGE. Was it really interested in efficiency and state capacity? If so, you support the tax enforcement, the biggest return on investment in government, generating somewhere between $5-9 for every additional $1 spent on enforcement.

Or did DOGE want to minimize parts of the state that bothered billionaires?

New working paper! How Business Income Measures Affect Income Inequality and the Tax Burden, with Aaberge, Francesconi and Vestad. Using Norwegian administrative data, we show that income inequality is much higher than commonly measured. Measurement matters! www.iza.org/publications...
This paper presents estimates of income concentration and inequality for Norway using a new comprehensive measure of income, which identifies business income as it is earned by companies rather than when it is paid out as dividends to owners. We assemble several sources of high quality register data that allow us to account for multiple layers of business ownership across all companies between 2001 and 2018. Compared to official statistics, the new measure implies that the share of income attributable to the top 1\% of the distribution more than doubles and the Gini coefficient estimates increase by about 40\%. Our new measure identifies substantial tax regressivity for individuals in the top percentile, a feature that cannot be detected by standard income measures. For instance, while the share of gross income paid in taxes by individuals at the 99th percentile is about 36\% in 2016, the corresponding share paid by individuals in the top 1\% is 19\%.
