We need some kind of independant enforcement system in the future. Clearly the DOJ does not have the independence required.

Senate in passing the law: Ban is designed to stop public funds used for "glorification" of an individual official.
GAO: funds can not be used for "self-aggrandizement" nor partisan political purposes.
