That is the thing: Datacenters have a lot of initial construction jobs but, once complete, you have 5 security guards and a janitor. At minimum there should be no tax breaks and instead property tax == cost of construction, and sales tax on all the computers inside.

Don't often see DOJ attorneys so expressly throwing another agency under the bus. They say every brief was sent to and approved by ICE counsel and the error "appears to have occurred because of agency attorney error." I wouldn't be surprised if the court will want to put someone from ICE under oath
